With over two decades of experience in the healthcare policy and political arenas, Joel has been instrumental in helping Fortune 100 healthcare clients navigate complex public policy challenges and create opportunities for business growth.
Since founding Horizon in 2007, Joel has developed and implemented impactful government affairs strategies for a diverse range of clients. He leads a seasoned team of government affairs professionals and manages prominent coalitions consisting of more than 200 organizations that span patient, drug manufacturers, providers, employers, technology, and other sectors. Under his leadership, Horizon is responsible for the enactment of more than 50 laws.
Joel’s dedication to advancing healthcare reform is unmatched, having led various issue campaigns on reforming Medicare, improving small business health coverage, lowering drug costs, improving medication adherence, and promoting healthcare transparency. Previously, Joel served as the Staff Director for the U.S. House Committee on Ways and Means, where he played a crucial role in enacting significant health policies, including the Medicare prescription drug benefit and Health Savings Accounts. He also helped negotiate and pass key legislation such as the Deficit Reduction Act and the Tax Reform and Health Care Act.
A graduate of American University, Joel dedicates his free time to community service and his family. Joel runs Arlington Bridge Builders, developing and operating anti-poverty strategies in Virginia. He also serves on the boards of the Schizophrenia and Psychosis Action Alliance and Chaddock Behavioral Health.
